摘要:
伴随着“数字化”与“老龄化”的双重境遇，农村老年人数字贫困问题引发了社会各界的关注与聚焦。从数字接入贫困、数字能力贫困、数字知识贫困等维度的探讨发现:数字媒介一定程度上助力了农村老年人“再社会化”过程，但融入数字生活并不意味着能够完全满足数字弱势群体的实际需求。在虚实生活之间的冲突融合中，数字基础设施配套的不足、老年数字身份隐喻的困境、社会家庭支持系统的匮乏，都揭示了农村老年人数字贫困治理面临的现实境遇。未来需继续以顶层设计和制度建设为先导，以适度超前的数字基础设施部署、适老化数字产品供给以及数字素养提升为契机，在坚持工具理性、服务价值理性理念的基础上，建构完善农村数字贫困精准治理体系，不断引领农村老年人数字生活行动自觉新范式。
Abstract:
With the digitalization and the aging of the population, digital poverty of the rural elderly has aroused attention from all sectors of the society. With discussions from the dimensions of digital access poverty, digital capability poverty, digital knowledge poverty, it is found that digital media helps the “resocialization” process of the rural elderly to some extent, but their integrating into digital life does not mean that the actual needs of the digitally vulnerable groups could be fully satisfied. In fact, in the conflict and integration between the virtual and the real life, the inadequacy of digital infrastructures, the dilemma of digital identity metaphor for the elderly, and the lack of social and family support all reveal the dilemmas faced by digital poverty governance for the rural elderly. In the future, it is still a necessity to take toplevel design and system construction as the guide, and take the moderately advanced digital infrastructure deployment, the supply of digital products suitable for the elderly and the improvement of digital literacy as a chance. Construction and improvement of the precise governance of rural digital poverty should be conducted on the basis of adhering to the concept of instrumental rationality and service value rationality, and constantly lead the new paradigm of the rural elderly’s action consciousness of digital life.
