摘要:
党的二十大报告从完善党的自我革命制度规范体系的战略高度对巡视工作作出新部署，强调发挥政治巡视利剑作用，加强巡视整改和成果运用。巡察是巡视的延伸，巡察整改决定着巡察的实际效果。从近年来全国巡察整改的实践看，影响巡察整改实效性的重要因素在于原则性，二者密不可分且巡察整改的原则性与实效性呈正相关态势，即被巡察党组织自我革命精神强，整改的原则性就强，整改实效性也强，反之则弱。分析原则性与实效性的内在关系，探究巡察整改的基本原则，可以从立足实际、立足长远、立足公平、立足发展四个方面提出增强巡察整改实效性的基本思路。
Abstract:
The report of the 20th CPC National Congress made a new deployment for the inspection work from the strategic height of improving the Party’s self-revolutionary system and norms, emphasizing the role of political inspection as a sword, and strengthening the rectification and application of inspection results. Patrol is the extension of inspection, and inspection rectification determines the actual effect of inspection. From the practice of the national inspection and rectification in recent years, the important factor that affects the effectiveness of the inspection and rectification is the principle. The two are inseparable and the principle and effectiveness of the inspection and rectification are positively related. That is, if the inspected Party organization has a strong self-revolutionary spirit, the principle of the rectification is strong, and the effectiveness of the rectification is strong, and vice versa. An analysis was made of the internal relationship between principality and effectiveness, so as to explore the basic principles of patrol rectification, and put forward the basic ideas to enhance the effectiveness of patrol rectification from four aspects: putting the basis on reality, the long-term, fairness and development.
