摘要:
21世纪初，信托被引入农村土地流转，从而产生了农村土地信托流转这种新的土地流转方式。在加速土地流转、提高农民收入、促进农业规模化、集约化经营以及带动农村金融发展等方面，农村土地信托流转可发挥重要作用。由于政策法律障碍、农民收入难以保障、配套措施缺失等制约因素的存在，致使农村土地信托流转发展缓慢。在近年来中央一系列土地政策的基础上，修改与完善相关立法、理顺信托各方法律关系、建立配套制度与机制以及加强监管，可推进农村土地信托流转顺利发展。
Abstract:
In early 21th century, trust was introduced into rural land circulation, which has given rise to a new style of land circulation-rural land trust circulation. The role of rural land trust circulation in quickening land circulation, improving farmers’ income, promoting agricultural commercial management and enhancing rural financial development is elaborated. The factors that affect rural land trust circulation are discussed. It is maintained that it is vital to perfect the relevant laws and regulations，smooth trust partners legal relationship, construct related systems and strengthen administrative supervision.
