摘要:
科技是区域经济的第一驱动力。资源相对贫乏的台湾，其科技推动经济发展经验清楚表明，资源禀赋不足可以通过科技研发获得补偿。在概括基于科技研发的“台湾模式”特点基础上，分析其发展历程及其形成原因。着重分析“台湾科研模式”政府顶层的决策给当时台湾科技发展所带来的影响，并从政策工具、政策落实、共享平台、研发联盟等方面提出完善福建省科技政策的对策建议。
Abstract:
Science and technology is the first driving force of regional economy. Althouth Taiwan region is relatively short in resource, Taiwan’s experiences in promoting economical growth by science and technology prove that the lack of resources can be compensated by developing science and tech nology. Under the research on the characteristics of Taiwan’s development of science and technology-“Taiwan model”, the development process and background of the model are discussed, esp. the impact of the regional authority’s decisionmaking on the regional scientific and technological developments. Some suggestions are proposed for Fujian province’s scientific and technological policy optimization, including policy instruments, policy implementation, sharing platform, research and development alliance in science and technology field.
