摘要:
目前我国高校学术诚信教育和管理制度尚未健全,学术不端行为认定标准不统一、学术治理程序不规范、学术评价机制不完善等制度建设滞后,导致高校学术不端行为频发。为此,在明确学术诚信内涵与外延的基础上,梳理总结我国高校学术诚信制度化建设历程,借鉴域外的立法与司法实践经验,提出完善学术诚信制度化建设的两大建议:加强学术诚信教育,塑造学术诚信价值观,培育学术共同体;完善学术诚信规章制度,健全学术评价管理与监督机制,规范学术失范行为治理程序,不断推动我国高校学术诚信制度化建设日趋完善。
Abstract:
The imperfection in academic integrity education and management system of colleges and universities in China, the lack of uniformity in the identification standards for academic misconduct, the non-standardization of academic governance procedures, and the imperfection of academic evaluation mechanisms have led to frequent occurrences of academic misconduct in colleges and universities. To address this issue, this study clarifies the connotation and extension of academic integrity, sorts out and summarizes the process of institutionalizing academic integrity in Chinese universities, draws on the experience of foreign legislation and judicial practice, and puts forward to suggestions to improve the institutionalization of academic integrity: strengthening academic integrity education, shaping academic integrity values, and cultivating academic communities; improving rules and regulations for academic integrity, improving management and supervision mechanisms for academic evaluation, and standardizing the procedures for the governance of academic misconduct, and constantly promote the institutionalization and improvement of academic integrity in China’s colleges and universities.
