摘要:
目前我国乡村公共基础设施建设慈善融资治理中普遍存在资金信息不透明、资金分配不均衡、资金效益不充分等问题，原因主要在于缺乏有效的激励引导机制、信息沟通机制、资金管理机制和监督管理机制。可借鉴慈善项目制模式和彩票计划模式，构建一个包括地方政府、慈善组织、捐赠者、受赠者等主体在内的多元治理体制，通过重视激励、监管与投资，加强制度与文化建设，不断规范慈善融资治理秩序，推动乡村公共基础设施建设。
Abstract:
There are some problems in the governance of charity financing of rural public infrastructure construction, such as the lack of transparency of fund information, the unbalanced distribution of funds and the insufficient benefit of funds, etc. The main reason lies in the lack of efficiency in the incentive and guidance mechanism, the information communication mechanism, the fund allocation mechanism and the supervision and management mechanism. Based on the model of the charity project system and the lottery plan, it is proposed to construct a pluralistic co-governance system including the local government, charity organizations, donators, donees and so on. The construction of rural public infrastructure can be promoted by attaching importance to the incentive, supervision and investment system, strengthening the construction of system and culture, and constantly standardizing the governance order of charity financing.
