摘要:

政府购买社区服务是政府改革的重要内容，也是建立新型政社关系、培育民间组织的重要途径。在和谐社区建设中，政府、社会组织、社区三方通力合作，坚持政府主导，运用市场机制，借助社会力量，实现社区公共服务的项目管理。一方面提高政府的基层公共服务的效率, 另一方面也满足社区居民对公共服务的多样化、个性化的需求。福州市作为省会城市，探索一条适合自身特色的政府购买社区服务发展路径，是建设服务型政府的有效途径。

Abstract:

Government’s procurement of community service is an important component of government reform, which is an important way to establish a new government-community (social) relationship and to foster non government (folk) organizations（NGOs）. In the construction of a harmonious community, the government, social organizations and the community combine their efforts and employ market mechanisms to implement community public service project management. In the cooperation, the government is the guide and the social forces are the support. On the one hand, it improves the efficiency of the government’s grass-root public service; on the other hand, it can satisfy the diversified and personalized needs of community residents for public services. It is maintained that Fuzhou, the capital city of Fujian province can find an effective way to explore the development route to government’s procurement of community service catered to its own characteristics to construct a service-oriented municipal government.
